Can GA3 be used in a windows account that is not and administrator?
I want to be able to control what the Windows user account is capable of.

It can yes, as long as you give the appropriate privileges to the Garage Assistant 3 folder.
You may have to authenticate the 'install' as an administrator, but should not have to run it as an administrator once installed.
